- Kawerau District Council
- Ōpōtiki District Council.

Representation reviews
All councils are required to review their representation arrangements (number of councillors, how they are elected etc.) at least every six years.
The following councils reviewed these arrangements prior to the 2019 local authority elections: Bay of Plenty Regional Council and Western Bay of Plenty District Council.
As a result of appeals/objections/referral of proposals not complying with fair representation requirements, the Local Government Commission was required to make determinations on the following councils’ final proposals or on certain arrangements in those proposals for the 12 October 2019 elections:
These two Councils are next required to review their representation arrangements prior to the 2025 local authority elections.
The following councils reviewed their representation arrangements prior to the 2022 local authority elections: Kawerau District Council, Ōpōtiki District Council, Rotorua District Council, Tauranga City Council and Whakatane District Council.
As a result of appeals/objections/referral of proposals not complying with fair representation requirements, the Local Government Commission was required to make determinations on the following councils’ final proposals:
These three councils, as well as Kawerau and Ōpōtiki district councils, are required to undertake further reviews of their representation arrangements prior to the 2028 local authority elections.
Local government reorganisation
On 1 November 2018 the Local Government Commission received an application from Western Bay of Plenty District Council for an alteration to its boundary with Tauranga City.
Following consultation the Commission decided that four areas should transfer from Western Bay of Plenty District to Tauranga City, and one area should transfer from the City to the District.
